Subject:
Control Number 58545 – Howard Solstice Transmission Project

Comment Body:

I am a Texas resident and landowner/community member concerned about the proposed 765kV transmission lines associated with the Howard Solstice project.

I urge the Public Utility Commission of Texas to carefully evaluate the routing of these lines and select options that do the least harm to landowners, water resources, and rural communities.

The proposed routes through sensitive areas such as the Texas Hill Country and Trans-Pecos regions and nearby river basins pose serious risks, including:

  • Damage to springs, rivers, and aquifers, including Edwards Aquifer recharge and contributing zones

  • Disruption from installing 16-story transmission towers every 1,000 feet in rugged terrain with karst limestone geology, unmapped caves, and underground water flow

  • Loss of property value and impacts to agriculture- and recreation-based small businesses

  • Increased wildfire risk in remote areas with limited firefighting resources

I respectfully request that the PUCT require utilities to:

  • Avoid sensitive river basins and aquifer recharge zones

  • Use existing utility corridors and major highway routes whenever possible

  • Fully evaluate engineering risks, construction challenges, delays, and potential cost overruns that could ultimately increase utility rates for customers

These decisions will have long-term and irreversible impacts. I ask the Commission to prioritize the protection of land, water, and communities and allow ample time when reviewing this project.

Thank you for the opportunity to comment.

    👉Sample Call Script (1–2 minutes)

Goal: Log opposition, flag routing concerns, and show public concern.

“Hello, my name is ___ and I live in ___.”

I’m calling to express serious concerns about the proposed 765kV transmission lines for the Howard Solstice project being developed by CPS Energy and AEP Texas.

I’m deeply concerned about the routing of these lines through sensitive river basins and rural communities. Installing massive transmission towers in these areas threatens water resources, property values, small businesses, and public safety, including increased wildfire risk.

    I’m asking [Senator/Representative/Commissioner NAME] to:

    • Urge CPS Energy, AEP-Texas and the Public Utility Commission of Texas to select routes that do the least harm

    • Avoid our river basins, including the Edwards Aquifer recharge and contributing zones

    • And require the use of existing utility or highway corridors whenever possible

These decisions will have permanent consequences, and landowners deserve stronger protections.

Please pass my concerns along to [NAME]. Thank you for your time.”
